The National Health Board has been described by most managed competition plans as an independent Federal agency charged with implementation and oversight of the national health care plan. It would likely be responsible for developing the uniform benefits package, setting standards and registration requirements for AHPs and HIPCs, and any other tasks as designated by Congress or the Administration. Board members would serve staggered terms and be insulated from the Executive and Legislative branches. Membership would reflect provider, consumer and public policy interests.
